Interpretation and implication of key issues:

  1. Dropout rate: this is still very high at 60% between Primary 1 and Primary 7 implying that out of 100 pupils who enroll in P1 only 40% sit / complete P7.

  2. Transition and examination: The district still has a high rate of failures 20.6 % and very few pupils passing in Grade 1 being 9.2%. The National target of 90% pass rate is far beyond the capacity of the district to achieve even in the medium term without more interventions from other partners and stakeholders.

  3. School facilities and core performance indicators: there are few schools 10% with standard structures and low latrine (stance ratio). On addition there is no rehabilitation of school facilities with little monitoring, no lunch (midday meals for pupils with no standard sitting arrangement although no children are indicated to be sitting on the floor.

  4. These features account for the underperformance in this sector.

Interpretation and implication of key issues:

  1. Transition and examination: taking 2014 as a baseline, the district still has a high rate of failures 20.6 % and very few pupils passing in Grade 1 being 9.2%. The National target of 90% pass rate is far beyond the capacity of the district to achieve even in the medium term without more interventions from other partners and stakeholders.

  2. The failure rate is higher among girls compared to boys in both years indicated. this is related to challenges faced by girls compared to boys
